Some fish that you can't trap and use for bait are game fish unless you catch them legally, like, hook and lining an eight inch trout and using it for musky bait. Other fish that would be off limits are those on the endangered species list, (not much chance of trapping one but if you don't recognise it let it go) One of the reasons I wanted to do this was to get guys that trap to look at their catch more closely and realize that there is a possibility of a special species in their bucket. I knew that there was something different about those sticklebacks the minute I spotted one in my pail. The way they kept to themselves, hugged the bottom they just seemed to be rigid and tense.lol
I scooped it up and recognized it from my high school biology class. It was fun doing the show I really hope to get back again.

It's a matter of education as to what bait fish one can legally use.  Many minnows look alike so a fish reference guide is useful. Certainly keeping rare minnows for bait should be avoided as many are protected under PA Fish & Boat regs.

When collecting fish bait we should following this simple saying whether to keep uncommon or strange looking minnows:
" When in doubt -throw it out ."
